Graduated from the Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs. Holds a Ph.D. degree in Economics.

Ambassador Extraordinary and Plenipotentiary of the Russian Federation.

From 1992 onward served in various capacities in the diplomatic service both in Moscow and overseas.

Between 2001 and 2004, was RF Deputy Minister of Foreign Affairs.

Served as the RF Permanent Representative at the United Nations in New York and as the RF Representative in the UN Security Council.

From April 2006 to April 2013, was RF First Deputy Minister of Foreign Affairs.

From April 2013 to September 2022, was Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the People's Republic of China.

Since September 2022, Member of the Council of the Federation.
